SOP - Civilian
Chaos Gaming Network was founded on the principles of realistic and engaging roleplay. Roleplay in CGN means creating characters and playing the role of a citizen of San Andreas. Whether you are a legal citizen working for a business or service, a criminal making an illicit living, or an employee of the San Andreas Emergency Services network. We encourage Roleplay to be continuous, where characters make friends, have relationships, and build a story; but that does not prohibit single event roleplay scenarios. Our world and the characters that live in it are constantly evolving, so everything you do affects the world. Consideration of other player's reactions to your roleplay is crucial. Remember, your roleplay does not only affect your character’s story; it affects everyone else’s characters who are involved.
The Civilian Department is the largest department in Chaos Gaming Network. Every in-game member who joins must complete Tier 1 Civilian training before they are eligible for LEO and FR training. However, you will always have the choice to play as a civilian regardless of your primary department. The civilian department has four levels in the Chain of Command or CoC. Each level has its own roles and responsibilities. They are all here to help civilians with whatever they can. Their roles are as follows.
Governor: Guides policy and leads the department.
Lieutenant Governor: Assistant to the Governor, helps enforce rules and regulations.
Mayor: Enforces rules and regulations across all areas and reports to the Governor and Lieutenant Governor.
Council: First Point of Contact for the department. Council advises on regulations in-game and supports players in- and out-of-game.
Any contact needed with the Chain of Command must start at the lowest ranking CoC available (Do not skip directly to a higher level of CoC if a lower level is active).
To find who your CoC is: click on the Teamspeak channel called FiveM Staff Desk, and look in the channel description to see the list of CoC currently in charge of the Civilian department.
Although they are not members of Staff, Civilian Mentors are a great tool to use when they are available on the server. They serve the purpose of helping the members with scenarios and provide them with examples of what they can and cannot do. Do keep in mind that they are not staff, so if you have questions in terms of grey-line RP, it’s better to ask in #Ask-CoC or message a council member to get an official answer.
These members are of course held to a higher standard as you expect, if you see anything that seems out of place or have problems with, please reach out to the Civilian CoC to express these topics.
The civilian department consists of three tiers, each new member who passed their training will begin as a Tier 1 civilian. Each tier unlocks more advanced roleplay options. Promotions to higher tiers are NOT TIME-BASED and will not be handed out. The purpose of the tier system is to help members understand each tier’s purpose in the world of Chaos Gaming Network. It is up to the new member to show us they can roleplay properly, have a good understanding of the rules, and be responsible as higher-tier civilians.
*Disclaimer to all, that everything taught in training also is to be enforced as rules, so please be cautious and pay attention during the training as some information is taught per training to ensure the security of each Tier level.*
Tier 1 Civilian roleplay consists of scenarios that do not require a heavy presence of emergency services to control. Specifically, you should plan lower-risk scenarios that do not end up with more than a few players on scene to respond and control the situation. If your scene requires a heavy response of Emergency Services to react due to criminal activity, you are likely introducing risk to Emergency Responders lives, which is not permitted in Tier 1 roleplay. Some scenarios involving high risks to emergency services, such as pursuits, shots fired, or attacks targeting emergency services, are not allowed at Tier 1. When planning a scene and while roleplaying, keep this question in mind: “Do I feel in danger if I am responding?” If the answer is yes, you are likely going out of your tier and need to reconsider your actions and how others are seeing the situation.
The biggest thing to remember as a Tier 1 Civilian is that you are just an “Average Joe” or a very petty criminal in our world of CGN so there shouldn’t be any type of resistance or high-end type calls you should be committing. If you have a scenario idea and are not sure if it is an acceptable scene, go to Discord and use the “#Ask-CoC” section for approval or send a message to a Civ Council member directly. You may also ask “any” Civ CoC in Teamspeak for approval that is not involved in your scenario.
Consideration MUST be taken into all scenes at any point. If you do not ask other Civilians on patrol if you are good to take priority or conduct said scene, it will ultimately come back on to you in the end.
Tier 1 Civilians may not trigger priorities.
Tier 1 Civilians may steal and drive vehicles allowed in their tier. Operating default GTA LEO/EMS/Fire vehicles, amber light security vehicles, or the Volunteer Stanier at Civ Tier 1 is not permitted. The use of amber light vehicles and the Volunteer Stanier may only be used for RP Purposes only (reference RP Only Definition in the Glossary of Terms).
Tier 1 Civilians may not deliberately murder other characters (GTA melee deaths do not count), though accidents and unintentional injuries and deaths are acceptable. They can, however, hire others to commit the murder or set up situations where they are not personally committing the act as long as roleplay permits it.
Tier 1 Civilians may be allowed to cause bodily harm only with their fists as long as it is Civ on Civ. At any point, if a Civilian Tier 1 punches or causes harm with any weapon to any Emergency Services Personnel or Civilian while on a scene together, it will be considered out of tier.
Tier 1 Civilians may use the SmokeScript for accident and RP-Only scenarios only. Anytime the SmokeScript is used, it must be cleared by the end of the scenario by using /stopallsmoke by the initiating user. This script should not be used in any circumstance while being active and on-duty in Emergency Services Channels, it will be considered Out-of-Tier.
*Minimum size is a .5, Max size being a size 1 you are allowed to spawn in.*
Tier 1 Civilians may participate in priorities as unwilling hostages, witnesses, bystanders, and victims, but may not participate actively in carrying out the crime itself or instigating the priority. You may not be a co-conspirator or take part in any acts above your tier.
Tier 1 Civilians may only use a firearm for self-defense. You may not own or use a firearm at all for any criminal intent whatsoever including a felon character using a firearm for self-defense as well.
Tier 1 Civilians cannot resist in any sort of physical aspect such as pushing, punching, or kicking. Even if these actions are done through a /me or /ooc, these actions are not to occur however they may verbally resist if necessary.
Tier 1 Civilians may place fake/phoney 911 calls, however they must remain within your tier level at all times, as LEO will respond to a call as they normally would even if indications of a "fake call" are included in the description.
In addition to the Tier 1 roleplay, Tier 2 civilian roleplay consists of scenarios that do not require a heavy presence of emergency services to control. Priority scenarios involving high risks to emergency services, such as pursuits, shots fired, and attacks on LEO are not allowed at Tier 2. Foot pursuits are permitted however they are considered a low-priority scenario. If you successfully escape LEO on foot, and can reasonably conclude that LEO is no longer in pursuit, you may use a vehicle again. If you are pulled over, you MUST stop or risk triggering an out-of-tier vehicle pursuit.
Consideration MUST be taken into all scenes at any point. If you do not ask other Civilians on patrol if you are good to take priority or conduct said scene, it will ultimately come back on to you in the end.
Tier 2 Civilians may not trigger priorities.

This script should not be used in any circumstance while being active and on-duty in Emergency Services Channels, it will be considered Out-of-Tier. *10 x 10 you are only allowed to spawn in.*
Tier 2 Civilians may escape from LEO on foot only - use of any vehicle for escape is not permitted. This pertains to anything other than the use of your own two feet.
Performance mods on vehicles will be allowed such as engine, transmission, and turbo mods (max level is Level 1), however in order to use said vehicle for any criminal use, you must have approval from Civilian CoC (This does not include traffic citations).
Tier 2 Civilians may not attack any emergency services personnel with weapons, you may not point guns towards them or fire near them in any context. You may not also physically harm or assault ANY emergency services personnel at any time through the use of /me or physically committing the act.
Tier 2 Civilians may own firearms and use them for self-defense. They may also use firearms for criminal scenarios and cause harm to other civilians or local AI’s however you may not fire upon or towards emergency services personnel at any time. If LEO arrives on scene, you must comply with their orders when you have been using any firearm. If using the gun for criminal activity, you must disarm and remove full access to the firearm immediately before fleeing or continuing the scene. *Self-Defense does not apply if you are a Felon and do not possess an active CCW as ultimately you are committing a crime even with good intentions*
Tier 2 Civilians cannot resist in any sort of physical aspect such as pushing, punching, or kicking. Even if these actions are done through a /me or /ooc, these actions are not to occur. You are allowed to run from LEO on foot.
Tier 2 Civilians may place fake/phoney 911 calls, however they must remain within your tier level at all times, as LEO will respond to a call as they normally would even if indications of a "fake call" are included in the description.
In addition to Tier 1 and 2 roleplay, Tier 3 civilian roleplay consists of scenarios that may require a heavy presence of emergency services to control. You can now run scenarios that pose a high risk to life to those responding to you. Firing upon emergency services and other civilians is permitted, as well as deliberately attacking others and commiting murder. Any action you take that results in more than one emergency service personnel to become incapacitated will require the use of the civilian priority timer. Priority scenes need to be completed within 45 minutes (1 hour maximum). You may incapacitate one emergency service personnel per scene while unarmed regardless of the amount of civilians that are on the scene without causing a Civilian priority. Causing a civilian priority is not permitted while the priority timer is still in cooldown.
Consideration MUST be taken into all scenes at any point. If you do not ask other Civilians on patrol if you are good to take priority, it will ultimately come back on to you in the end.
In addition to the SmokeScript, Tier 3 Civilians may now use the FireScript for priority scenarios. Anytime the FireScript, and/or SmokeScript is used; it must be cleared by the end of the scenario by using /stopallfires, /stopallsmoke by the initiating user. This script should not be used in any circumstance while being active and on-duty in Emergency Services Channels, it will be considered Out-of-Tier.
Fires will be considered priorities if they pose an extreme risk to a large number of civilian lives (both player and AI) (Example: A fire at one of the downtown apartment buildings risking many lives). Medical scenes with more than 5 patients (both player and AI) requiring treatment will also be considered a Fire/EMS priority.
Fire Priorities will be allowed without 5 LEO units on with permission from Civilian CoC prior to the scenario starting.
Tier 3 Civilians may now engage in vehicle pursuits and may steal one vehicle while actively in said pursuit. If you choose to have vehicles in a staging location during said priority, this will count towards the one vehicle. Note: If using multiple vehicles or pursuits (whether it be foot or vehicle) with more than one person; all vehicles and CIVs must stay together to the best of their ability.
Performance mods on vehicles will be allowed such as engine, transmission, and turbo mods (max level is Level 2), however in order to use said vehicle while in pursuit, or for criminal purposes you must have approval from Civilian CoC (this does not include traffic citations).
Tier 3 Civilians will only be allowed to repair 3 times at a repair shop using the /repair script. If your vehicle is to be damaged or die while said priority is occuring, you may use the /repair command to fix it temporarily until you can get to a repair shop (Do note, the use of this kind of repair can happen as many times as you would like)
The use of boats in pursuits is only allowed per Civ CoC permission that are not involved directly in the scene and permission must be asked prior to the start of the scene.
Tier 3 Civilians may now use high-power weapons. Assault rifles/long rifles/light machine guns/automatic shotguns may not be fired on full automatic under any circumstance, especially when engaging other civilians or emergency service assets. All firearms under this category must be fired in either a 3-Round Burst or Semi-Automatic.
You must roleplay switching weapons and carrying them if they are large firearms or you are hauling a lot of ammunition.
Tier 3 Civilians may shoot at ASU or Air One (Helicopter specifically) during a pursuit with Civilian CoC approval. Consider if the helicopter is disabled and crashes; it will require more resources to handle. You may shoot at ATSU and the drone itself without permission from the Civilian CoC.
When ending a priority, if you have escaped LEO interaction and have no cops currently on you, you must stay in character and continue to evade Emergency Services for the next 10 minutes in order to be considered safely escaped as well as be able to change your character. This is to give you a chance to stay hidden and test your skill and also give LEO a chance to find any outstanding subjects or be able to locate you in the cooldown.
Tier 3 Civilians may place fake/phoney 911 calls, however they must remain within your tier level at all times, as LEO will respond to a call as they normally would even if indications of a "fake call" are included in the description.
There are no reserving priorities under any circumstance. Example patrolling as LEO and messaging
Tier 4 Civilian roleplay consists of scenarios that may require a heavy presence of emergency services to control as well as the ability to conduct delicate scenes that will require strict guidelines and rules. In addition to Tier 1, 2, and 3 civilian roleplay, these types of scenes can be very beneficial and very delicate for emergency services to react to. As Tier 4 Civs, you are allowed to conduct scenarios that pose a high risk to life to not only those responding to you, but yourself as well. Firing upon emergency services and other civilians is permitted, as well as deliberately attacking others and commiting murder. Any action you take that results in more than one emergency service personnel to become incapacitated or cause a serious disturbance to life itself, will require the use of the civilian priority timer. Priority scenes need to be completed within 45 minutes (1 hour maximum). You may incapacitate one emergency service personnel per scene while unarmed regardless of the amount of civilians that are on the scene without causing a Civilian priority. Causing a civilian priority is not permitted while the priority timer is still in cooldown. This Tier is strictly an incentive and is very hard to obtain and can be easily lost per Civilian CoC. Tier 4 is composed of all other Tier Level rules and regulations and has its own sets of rules and guidelines as well. The following regulations are a must be prior to being accepted into this position:
Must be able to record/stream and have access to the recordings each time you complete a scene in this category. Do note that you must keep the recordings for a minimum of 2 weeks (after 2 weeks, you may discard them if necessary).
Have a clear indication of what your plan and what the scene entails. Do not just commit a priority just to do so, this is where your creativity comes into play.
Must clearly follow all consideration aspects of both Civilian and Emergency Services procedures and guidelines. Failure to understand those SOP's can result in removal of this tier.
As Tier 4 is implemented, the following guidelines need to be followed as these scenes can get out of hand and we need to ensure while "chaos" is brought, balance can be restored.
Value of life is not permission only, meaning as scenes that happen IRL such as charging at officers, pulling a gun out in a brawl, and other situations described in training and provided in this section, may take place without Civilian CoC approval.
Super Cars and other vehicles may be approved for pursuits with Civilian CoC approval.
Emergency Service vehicles may be stolen with permission from the Governor and Senior Admin’s only. Approvals must be confirmed prior to the start of the scene. You are not allowed to ask permission during an on-going priority.
*Do note, this is an All-Call priority, regardless of the emergency service vehicle being stolen.*
Aircrafts may be used for priority scenarios, you must receive permission from Civilian CoC before the scene starts, if you have not received permission prior to the start of the scene it will not be approved.
Performance mods on vehicles will be allowed such as engine, transmission, and turbo mods (max level is Level 3), however in order to use said vehicle while in pursuit, or for criminal purposes you must have approval from Civilian CoC (this does not include traffic citations).
Restricted RP scenarios will be approved by only the Governor and Senior Admin. Such scenarios will be limited to: - PTSD/Suicide RP -Terrorist RP -Explosive RP If a Civilian conducts said scene without the proper approval, it will lead to a 14-day suspension of any approval and possible removal from this Tier.
Off-roading will be allowed pending per the vehicle as well as where you are taking it, i.e. taking designated trailways/walkways, railroad tracks, and other designated areas covered within tier training.
Tier 4 Civilians may only have other Tier 4’s participate in those types of specific scenes. There is no exception to having other tiers help you in a criminal act, they may only participate in priorities as unwilling hostages, witnesses, bystanders, and victims, but may not participate actively in carrying out the crime itself or instigating the priority. This also includes being a co-conspirator as well.
Tier 4 Civilians may place fake/phoney 911 calls, however they must remain within your tier level at all times, as LEO will respond to a call as they normally would even if indications of a "fake call" are included in the description.
*Disclaimer: Being promoted to another Tier is not a right, but a privilege in the community. As easy as it is given, it can also be taken away with or without warning. Please consider this your warning as to respect the tier levels and their given roles. If you have any questions about your tier level, please utilize ask-coc or speak to the lowest member of Civilian CoC as we are here to help and guide you.*
Props can turn a scene from good to phenomenal if used the correct way. However having too many can result in causing more harm than good to the server. So in order to be sure that not only your scene is phenomenal, but also to make sure the server and other members are able to perform well while on the server, here are the rules and guidelines before starting the scenario, during and the correct way to properly conclude the scenario.
First, you must ask permission to utilize props in any sort of way by asking a member of Civilian CoC (Reference Approval Section in SOP for the correct format). Do note that if you did not receive permission from Civilian CoC prior to the start of the scene, it will result in disciplinary action to the one in charge of the scene.
Props are limited to 10 props being spawned per scene (this also includes group scenes, meaning you will only have 10 props in total and not 10 per person).
Once you spawn in the props, it now falls unto the member in charge of the scene to be sure all props have been cleared at the end of the scene. If it has not been cleared before moving on to a different scene, future approvals may be denied and/or suspended.
*If a prop cannot be deleted it is the civ responsibility to reach out to any staff member that is online on teamspeak.*
Under no circumstance should props be used to make a place, vehicle or person “fortified” during a priority scenario. An example would be putting boards in front of the door at the 24/7 to ensure LEO cannot get into the building at all.
While Roleplaying as Emergency Services, the use of props is still limited to 5 props as well. You do not need permission if you are running active Emergency Services (being active means you are 10-41, 10-8 in the Emergency Services channel. Once you go back to Civ, you then abide by Civilian Rules). *Civilians cannot ask Emergency Services to spawn in props for Civilian use, if this is discovered to be the case happening in any scenario, it will result in a 48 hour ban of the prop menu for both the Civilian and Emergency Service Personnel involved on the scene. If you continue to use it while on the ban, it will result in a 24 hour whitelist removal.*
Civilian-LEO Interactions
Detainment: All civilians must be considerate of gameplay limitations when being detained by LEO. Since the /grab and /cuff scripts require close proximity and time to type, civilians must recognize verbal RP from LEOs, such as when they verbalize that they are grabbing and handling you or using /me to do the same. If a LEO hits you with any kind of weapon or fists while verbalizing that they are tackling you, then they have been tackled and pinned.
Keep in mind that the /cuff script may break, so be careful to continue RPing as cuffed until the LEO has actually removed them. Wandering in circles to prevent LEO from using /grab or /cuff on you is not allowed.
Once arriving in a Jail cell, all shenanigans and other distractions must come to a halt (Tier 3’s must have concluded the priority by inputting /priority and must begin “cooldown” themselves of the scene to move things along and get everyone back to roleplaying as soon as possible) . LEO's primary objective is to get you in jail and send you off so you can continue other scenes and they can go back on duty. It is not fair to hold up officers for hours on end because you want to fight charges and so forth, go through the charge appeal process and fight it that way.
Hospitalization: If you are injured and require medical attention, LEO may request that the hospital “Hold” you so they can question you upon release (Example: /ooc “LEO requests hospital hold on patient.”). You MUST stay and wait for LEO to come pick you up so they can finish their paperwork. If LEO forgets to come pick you up, you may leave after making three attempts to remind them that they need to pick you up using /ooc Example: "Suspect available for pick-up at Paleto Medical Center". If they fail to pick you up once you have reminded them after the three attempts, and the 15 minute timer has passed, you may leave the hospital and change to another character once leaving the visual range of the hospital. If a LEO is waiting outside to pick you up or rolls up as you are walking away, you must let them detain you. If you have been hospitalized by LEO/EMS in relation to a crime scene, you may NOT use /ooc to say that your character is remaining in hospital beyond the scripted time used to hospitalize you. Regardless of injury, if you have survived and been released from the hospital, and LEO are there to take you or if they placed a hold on you, you must come out and let them finish processing you through jail. Trying to use /ooc to stay in hospital to avoid completing booking and jail processing is unfair and is not allowed.
You may not also have other civilian parties try to break you out of a hospital hold. If found doing this, all respective parties involved will recieve disciplinary action. *You are in control of your characters lives, no one can forcibly kill your character nor should you feel forced to kill off a character. You are NOT allowed to kill off a character to avoid charges, if found it will result in forced character death and a major point.*
Identification: You MUST provide a valid ID for LEO when being given a citation, an officer is asking for it for paperwork such as accident and incident reports, and being booked and charged. All Civilians of San Andreas have complete fingerprint records that Law Enforcement can search regardless of their prior record. You may provide a false identity but you MUST give LEO the real one if they print you or use any other method to identify you during booking. You may not switch identities using the /char command at any time during booking.
Undercover/Unmarked Vehicles: If an unmarked LEO vehicle is following you, at no point should you automatically assume that it is a LEO vehicle. The only time you will know it is a LEO vehicle is when it’s lights are activated and at that point, you can go ahead and take off from said scene. This note mainly is for new and inexperienced criminals in which LEO can confirm once you have been arrested. If a character has become experienced enough to recognize such tactics, then it would be an exception to this rule. This does NOT mean that if a TEU officer pulls you over, you act a fool as the civilian on scene, requesting that officer they call for a “marked unit” for impersonation. Keep this rule in mind, if an officer stops you in an unmarked cruiser and has on a full official uniform, they are a legitimate cop. If a CIU detective intervenes with a scene, you can ask for marked units, but do keep in mind they have policies in place for these types of occasions so do not turn the scene into chaos due to a marked unit being there immediately.
Hanger Vehicles: Any emergency services vehicle that is unmanned and is parked at an airfield is to be considered off-limits and in a secured area. Most of the time, they would be there to activate air assets in order to help with other scenarios and such. Taking that time to abuse their vehicles is considered powergaming and will not be tolerated.
Note: Charge appeals in CAD must be submitted within 48 hours of receiving them. After 48 hours, it will be unappealable.
It is important to treat your characters as though they would rationally value their own life in deadly situations. Different characters will react and respond to stress differently and each character should be unique. At no point should you do anything that is going to blatantly lead to your death for no reason other than to 'win'. Whether you are roleplaying as a Criminal or Emergency Services Personnel it is important to treat the character as a living being rather than a respawning character in a game.
Some important situations to consider are:
-Surrounded by police in no cover: drawing a gun would almost certainly result in you being shot and seriously wounded or killed.
-Accosted by a robber with a gun pointed at your head: GTA mechanics might let you draw and shoot, but would you realistically in real life?
-Vehicle pursuits: Are you putting yourself in danger by not covering yourself properly? If you decide to ram police cars while guns are pointed at you, you most likely will have the officers in fear for their lives and they will open fire on you.
Life is valuable, it matters. Treat all your characters as though their lives matter. If you risk your life, have a reason, and be realistic.
*If you wish to kill a character off in a specific direction that may go against the Value of Life Policy, you must ask for permission per Civ CoC prior to conducting said scene. If it has not been approved prior towards the start of your scene, it will result in disciplinary action and a suspension of this approval. This approval is only a Tier 3 approval. Tier 4 is exempted from this clause.*
Tier 2+ Escape from Detainment:
-If you are detained and secured in the back of a LEO vehicle, you may not attempt to escape. You are allowed however to have someone on scene (meaning you cannot ask in Civ Coordination) break you out of said car, please be sure to stay within your tier levels when or if an officer catches you.
-If LEO has not grabbed or RP'd holding onto you, you may attempt to escape. Injury and/or recovery must be factored into escapes, as running off full sprint, jumping over objects, swimming long distances and so forth after being injured would be unreasonable. Attacking a LEO immediately after being tased or beanbagged is not realistic either, and would be considered Fail Roleplay.
-Being Searched (Tier 2+) - If you have been searched by LEO before your escape attempt you will no longer have access to your phone or anything else they have taken. Anyone trying to help you would have to be watching from afar at their own peril. There would be no way for your character to coordinate an escape with someone else. Be sure you are carrying or possessing a realistic amount of belongings on your person or vehicle. Average criminals would not routinely be caught with large amounts of illegal items and normal citizens would not be carrying large amounts of personal items for no reason.
- Taser (Tier 2+) - If you are tased; it will take time to recover before trying to escape and the prongs will need to be removed before you can attempt to escape. There are no exceptions to this rule, such as wearing body armor or heavy clothing; once you are tased, you are tased.
- Bean Bag Shotgun (Tier 2+) - If you are struck by a Bean Bag shotgun you will need to factor injury and value of life into your escape considerations. Getting hit multiple times will injure you and you must RP accordingly. You must stop and value your life if you are hit more than three (3) times.
- Tackle (Tier 2+) - If tackled, you are pinned and detained. If the LEO fails to hold you via script or verbal RP, you may attempt to escape.
- Handcuffed (Tier 2+) - If you are not in the back of a LEO vehicle or being grabbed by LEO, you may attempt to escape. However, your movement is now hampered without the use of your hands - you will not be able to open doors, climb, use your cell phone, etc. You must have another player remove the cuffs or realistically RP removing them yourself using tools at a mechanic shop, construction site, or other similarly appropriate location.
- Injury (Tier 2+) - Depending on the severity and location of your injury, your ability to move or stay on your feet will be affected. RP your injuries realistically - you will not be able to go far on a sprained ankle and will be unable to escape if you have suffered a major injury (defined as anything that GTA kills you in game). If you are GTA killed by a firearm, you may not revive and continue fighting even with help from an accomplice. If you have suffered a major injury and LEO have not detained you, you will likely need help from another player to get medical assistance.
- Foot Pursuit (Tier 2+) - You can run a reasonable distance on foot to escape from LEO. You may also swim a reasonable distance to escape from LEO. Remember, running a full sprint and climbing over fences is going to take a lot of energy and at some point, you will need to catch your breath!
- Vehicle Usage (Tier 2+) - If cuffed, you will need assistance getting into a vehicle and will not be able to operate a vehicle. Tier 2 civilians may only use a vehicle to continue their escape if, and only if, they have completely escaped LEO detection and evaded their pursuit. Getting into a vehicle while actively pursued and/or spotted by LEO would trigger a vehicle pursuit, which is only allowed by Tier 3 civilians. For Tier 3 civilians, you can only begin a vehicle pursuit if the priority timer is still in effect or if you are able to start the priority timer when beginning your vehicle escape.
- Jail (Tier 2+) - If you have been detained and an officer forgets to lock the cell doors (via script or verbal RP), you may attempt to escape. If you have been charged and sent to jail through the /arrest command (i.e teleported to a jail cell), you may not attempt to escape. At that point, all jail doors are considered locked even if for some reason they are not and you must serve the entire sentence before taking the character back out.
*If you are serving a Jail Sentence and you get out of the holding/prison cells, this will be counted as a Prison Break which is a priority.*
- Shields (Tier 3+) - Consideration must be taken into effect especially when dealing with officers utilizing this tool. Just because they are utilizing it, does not mean that you abuse the in-game mechanics of how the script is used and aim for the feet, head or other exposed body parts. Be considerate and fair in this situation.
- Vehicle Pursuits (Tier 3+) - Vehicle pursuits are initiated by the use of any method other than running on foot to evade law enforcement. This includes all items listed in the vehicle structure and parachutes. You are only allowed to steal one vehicle during a vehicle pursuit - be sure to choose a stolen vehicle that is approved for vehicle pursuits i.e. no supercars. Fleeing from LEO in boats is currently permission only by Civ CoC who is not currently involved in your scenario.
- Roadblocks (Tier 3+) - You can attempt to go around any LEO vehicle during a pursuit provided you are able to keep your own vehicle on a drivable road surface (asphalt, concrete, dirt road, road shoulder, etc.). In the interest of fairness, you cannot pass a roadblock if you have to go off-road to do so. You may attempt to use your own vehicle to push through a roadblock, but you need to be realistic - keep vehicle damage and injury in mind. If you are going to ram a LEO vehicle, it is going to hurt you and your vehicle and lethal force may be used against you!
- Rolling RoadBlocks (Tier 3+) - If a rolling roadblock is commenced, do not use this to abuse the officers being put into the open. You are not allowed to directly shoot the officers in front of you, however you can shoot around them to scare them off. Do know that this will escalate the situation and cause more officers to respond and possibly result in a lethal option as well.
- All-Calls (Tier 3+) - When initiating an All-Call, it means you are pulling any available LEO in server to your scene. As a Tier 3 and higher, it is your job to ensure that you are being considerate with these scenes. Some activities that would classify as an All-Call that require Civilian CoC permission would be prison breaks of any kind, or an active kidnappings involving a high priority target such as a government official, foreign dignitary, or an individual under the age of 18.
- Helicopter Gunners (Tier 3+) - In extreme circumstances if helicopter gunners are activated, you may fire at only the gunner. You are not permitted to deliberately shoot the helicopter or its engines as that is still permission only. Example being if Air 1 pulls away or begins making evasive maneuvers, you are no longer allowed to continue to fire upon the gunner (Easiest way to remember this is as follows; you are not allowed to fire unless fired upon).
Character Profiles/Vehicles
Note: Emergency Service Personnel are not included in this count. If you wish to make a character who will be roleplaying as Emergency Services, you must first complete the training in basic Law Enforcement Training or Fire/EMS training, thus granting you access to create those characters afterwards.
For a list of permitted vehicles by Civilian Level, please reference Civilian Vehicle Structure. If it is not listed, it is NOT approved.
RP Only vehicles are to be used for non-criminal activities such as running a legit business. They are not allowed to be used for any sorts of criminal activity unless permitted by an active Civ CoC member not involved in the scenario. RP only vehicles may be used as daily driver vehicles.
Use of default GTA Emergency Service Vehicles: Tier 2 and above are allowed to use a default LEO/EMS/Fire vehicle, amber security vehicle, and the Volunteer Stanier with permission by Civ CoC, and needs to be logged in Discord's Civ-Approvals channel before the scenario begins. Driving on public roads without a film crew will be considered police impersonation, so be sure to get permission before doing so. All civilians are allowed to tow LEO/EMS/Fire vehicles if working as a legitimate tow operator and with the approval of an On-Duty LEO/EMS/Fire Supervisor.
Sea and Air Vehicles: Air vehicles cannot be used for criminal purposes and will not be approved for a pursuit at this time, the exception being Tier 4 to this rule as they may use it for pursuits and criminal activities with approval from the Governor only.
Sea vehicles can be used in a pursuit by permission only at this time. Be advised Port Authority Boats will pass aggressively in front of your boat to indicate they wish to pull you over. They will make two attempts before treating it as a boat pursuit. If you have not been approved for a pursuit, you are to comply with the stop.
Voli Car Activation: The Governor and Fire Chief have come together in accordance with Law Enforcement agencies to properly recognize an off-duty firefighter responding to Station to activate and receive an apparatus for emergency use. The following procedures and guidelines need to be taken seriously as if any of these rules are broken or violated, it could result in that character receiving criminal charges and loss of a job: - Upon activating Voli, you must be only using the Volunteer Stainer (VOLI) with the blue light extra only. - You must follow all road laws. - You are not to activate a siren, clear intersections, or respond as you would in an apparatus or other emergency service vehicles. -You must respond to the nearest station to activate, this is to limit time on the roadway and ensure a proper emergency response.
Business Vehicles are only valid if there is a legit business that has been approved and is listed under the Civilian Business List. If there is no approved Business, then there is no approved vehicle for it. Exception to this rule is the food cars listed in the Add-on Section in the vehicle list.
Performance modifications that affect the vehicle's output of any kind are permitted per your Tier level; These include EMS upgrades, Transmission upgrades, or turbo modifications. These are to only be RP only and not to be used in any excessive speeding or criminal offenses at all, exception being normal traffic stops unless permissions are given from Civ CoC (Note: Speeding over 20mph will constitute as an automatic ban from the usage these mods with the possibility of points/demotions). Cosmetic changes are fully allowed, such as wheels, brakes, or suspension.
RP Only Vehicles are to be used in non-criminal scenarios (this does not include traffic violations) at all times unless permission has been granted by a member of Civilian CoC prior to the scene starting.
Super Cars may be registered and owned to a character, however cannot be used for Pursuits (exception is Tier 4) and may not go above 20+ over any posted speed limit.
Default vehicles with armor are only allowed in game by Civilian CoC approval prior to the start of the scene. This also includes adding “armor” to your vehicle through either V-Menu settings or through the prop menu.
The use of any weapon modifications on any GTA Vehicles is prohibited (exception being Tier 4).
The use of “drift mode” may only be used for RP only.
The snow vehicles that are in game are ONLY available when snow is on the ground in the server. They are otherwise not permitted for use.
You are permitted to repair your vehicle using the trainer only when out of sight of other people or in repair shops. The F1 menu/trainer may NOT be used to repair your vehicle while you are engaged in a pursuit or priority under any circumstance. The /repair command can be used anytime for a quick fix to get you to the nearest or it can be used at a repair shop for a complete repair. Note: The command has a timer that will need to be completed before your car is drivable so use it at your own risk while in a pursuit.
Under no circumstance is off-road driving to be used by any Civilian (Exception being Tier 4). You are permitted to take a vehicle off-road within realistic limitations of the car you are driving unless you are in a vehicle pursuit. In addition, keep it realistic, you are not going to go 90 MPH on a dirt road in a sedan, nor would you in an open field. Please note for the sake of fairness, driving in the underground sewer tunnels or on railroad tracks during a pursuit is considered off-road as well.
Deliberate Motor Vehicle Accidents: If you decide to set up a scene for a motor vehicle accident, please be considerate of location and choose a location that is not an intersection or high traffic location. This makes traffic control far more manageable. Naturally occurring accidents are exempt from this rule, but be considerate where you leave the vehicle.
Onboard vehicle trackers are allowed if the vehicle owner permits it and tracking is RP’d realistically with both parties using /OOC to track the vehicle.
LEO, Fire, EMS or any emergency service vehicles may NOT be towed by a civilian without the owner or a supervisor’s consent.
Be considerate of how many custom or vanilla vehicles you spawn in a single area. Do NOT spawn more than 5 cars than are needed for your scene, this also includes “Prop” cars as well.
Self-driving vehicle RP is allowed following these restrictions: - A Driver must be in control of the vehicle at all times. - The car must be capable of self-driving (Not all cars will have this ability, do your research to add realism) - Any faults that happen while the car is “self-driving” will come back to the car's operator, be sure you are utilizing and following your tier’s respectively with the clause.
Remote Controlled Vehicles are only restricted to RC Cars. The operator must be in control of the RC at all times, so if the operator stops and runs, the RC car must stop until the owner of the car is able to control the car again. On top of this, RC cars have a maximum range and must be clearly seen by the operator at all times for them to control it
Under no circumstances should you have a vehicle set as a personal vehicle and lock your vehicle. This causes problems on the server and no one else can delete your vehicle once you leave the server. Please do all car locks via OOC and if you wish to break into said vehicle, you do it through OOC.
No Spawning of any Emergency Vehicles and Assets should be occurring while running Civilian or in the Civilian channels in the Main Patrol Channel. If caught doing so, it will be counted as Out Of Tier Roleplay and may be subjected to points.
No animals are to “drive” vehicles at any time, this will be considered Fail RP and will result in disciplinary actions.
For a list of permitted weapons, please reference Civilian Weapon Structure. If it is not listed, it is NOT approved.
RP Only weapons may be approved for a criminal scenario or for actions that may result in a criminal charge with permission given by an active Chain of Command member that is NOT involved in your scenario.
You must roleplay switching weapons and storing them if you are carrying weapons on your person.
You must roleplay having proper storage for ammunition and multiple weapons - do you have a backpack? A nearby car? Is your clothing appropriate to store weapons or hide weapons?
If you are carrying a slung weapon and encounter a LEO, you must use /me to show that the weapon is on your back or use the /sling script.
Tasers are considered firearms - using them on LEO or a Civilian can only occur during a priority.
Explosive, Incendiary and Dragon's Breath ammunition is NOT to be used at all. Tracer, Armor Piercing, FMJ, Steel Buck, and Flechette rounds may be used normally. Criminal usage must first be approved with the Permission of Civilian CoC prior to the start of the scene.
Note: Any "paintball" or "airsoft" RP must stay within tier and will be treated as real firearms by LEO. Using weapons in LEO proximity will trigger a priority regardless of RP intent.
Any “Fictional” possession of a weapon through /me or /ooc still has to be appropriate to your tier and permitted by the weapon structure.
If you are LEO qualified and are roleplaying the character off-duty, you must follow the weapon structure and rules given by each tier.
The CCW option in CAD is our acting gun permit in-game as well as our Concealed Carry Licence. If you fail to not have a valid gun permit or a CCW for the appropriate weapons, it may result in criminal charges in game. As it is stated per our Penal Code, a legal gun owner in the state of San Andreas is at the age of 18, so be responsible.
Weapons marked with a “ * ” in the weapon structure must be fired in a semi-automatic or 3-round burst. Fully automatic is banned with the exception of SMG’s.
RP only and Permission base weapons must be handled accordingly. Reference the Civilian SOP Glossary Terms for definitions and further information for what RP Only and Permission Only.
Under no circumstances should explosive weapons be thrown or used in a capacity like Rainbow Six Siege or as a Tier-1 Operator.
Explosives/heavy weapons will be a permission only weapon approved by the Governor and Senior Administration only. There is no exception to this.
Poisoning of any sort will be based upon current Tier Levels with the exception of Tier 1 (meaning you may poison other civilians deliberately). If any emergency service personnel are partake and you poison them, it will be considered in terms of firearms, thus you must have the priority timer in effect.
Businesses/Criminal Organizations
San Andreas has an abundance of all types of businesses both legitimate and criminal wise to fit your characters specific needs. While SOP’s have both been created by Civilian CoC and the member base, there are still specific rules and regulations you must follow in order to correctly roleplay a business and not get into trouble. (If you wish to create a business, please follow the guidelines and requirements listed in the Business SOP
Do your research on said business/criminal organization. Simply don’t go off of videos, stories, or what you want to do. We at CGN try to be as realistic as possible with said in-game limitations, with this being said keep it legit or you the business will be closed/repurposed correctly.
Feel free to RP out any business you would like. If you wish to join, follow the business owners instructions on how to join, if you wish not to join but RP out the business, ensure you follow the correct rules/regulations provided in that SOP.
Under no circumstances should an in-game training and/or initiations be occurring in Patrol Servers.
Unless a business/criminal organization has been approved, there should be no running of the business unless it is a lore-friendly business such as the Food Trucks/Vehicles.
In order to become a "business owner", you must have a legitimate business SOP submitted and approved.
Business vehicles are not to be registered to specific people at this time. In order for it to classify as a business vehicle, please reference the Business SOP List and read the requirements.
CIU Detectives are able to infiltrate and "takedown" any Businesses approved and listed in the Business SOP List.
Removal of members in a business channel needs to be first ran by Civ CoC and approved with legitimate reason. If you have not provided a legitimate reason or have had the removal approved, the member will be returned back to the business.
Do not start powergame active businesses/criminal organizations. If you want to try and have scenes happen between two businesses/criminal organizations, reach out to the business lead and work something out. Do not assume it is okay, because it will result in points for powergaming.
*Civilian CoC has the right to shut down businesses/criminal organizations if they continue to cause trouble in Server or are not run correctly/legitimately.*
Approvals for Civilian CoC are simply to grant members special access to utilize certain vehicles and permissions to create unique and interesting scenes. This ranges from using a simple sniper rifle to a luxury sports car needing to be jacked for some extra cash. Some approvals are only allowed at certain tiers such as any Impersonation scene is only a Tier 2 and higher, and would be able to receive said permissions. If you do not think you need an approval or are questioning whether or not you think you may need one, be sure to reach out to the lowest member of Civilian CoC or any available on Teamspeak.
In order for an approval to be valid, it must first be requested and submitted to the lowest available Civilian CoC member prior to the start of the scene. If you try to request permission during or after the scene has already begun/concluded, you will be considered out-of-tier. The following format must be submitted to any member of Civilian CoC:

Reason: We plan to steal it for using it as a prop for a bank robbery later on. If cops see us prior to the hideout, we want to run from them and try to lose them, then get back to the hideout.

Others Involved: Beth B. 1140, Charlie C.1141, David D. 1142
Permission: Sniper Rifle (Standard)
Reason: Hunting Accident gone wrong while LEO are on-scene talking to 1140 and 1142 and 1142 will be getting hit by a stray bullet with the intended target being 2 (roleplaying as a deer).
Full scene responsibility is on the person requesting the permissions at all times. You are in-charge of the scene so if things go south, it will ultimately be you held accountable for any disciplinary actions.
You can be denied permissions at any point and time without cause or reason.
You must use your permissions within 10 minutes of being approved. This also includes approvals needed for specific types of priorities (Tier 3 and above). If you do not use it within 10 minutes of getting it approved, it will be revoked and you cannot use the permissions anymore. Failure to adhere to this rule will result in a 14 day suspension of approvals on any level.
If you violate your permissions, your first offense will result in a warning. If you continue to break permissions afterwards, it will result in a Major Point.
If you have been denied an approval, do not try to circumvent the denial. Example being if you try to get permission for an impersonation scene with a specific vehicle, it gets denied and then use a different vehicle that is approved to carry out the same scene. If found doing this, it will result in a Major Point with possible demotion.
All players, civilian and LEO, are expected to roleplay their injuries realistically. In the interest of fairness and game balance, the following rules apply to when you die in GTA, which means you are brought to zero HP and your character is downed (it is up to you if your character is dead). You may use /revive to get your character back up, but then you will need to use an animation to lay down (ex: /rag, /sb, /lip) or otherwise roleplay your injury out.
Criminals that have been injured and such can be taken to “Underground Hospitals”, however the scene they are conducting must end. If Tier 3’s are conducting a priority and use this option, they must therefore conclude the priority and scene by putting in /priority. This option is not to be abused to be “healed” then proceed to continue the scenario as a whole. This will be counted as Fail Roleplay if a member has begun to abuse this clause. You also are not required to put in a 911 call if you deem necessary, however if others see you they may place said call.
Unarmed Melee/ Hand-to-Hand GTA Death - You are able to get back up and continue fighting once you have been “helped up” by someone on the scene. If you suffer another unarmed GTA death then you need to stay down until you have been transported to the hospital and/or hospitalized by someone.
GTA Death due to gunshot wound, melee weapon, or accident - You are not able to get back up and continue fighting, you will need medical assistance and you may or may not need another player to actually assist you in getting back up. Roleplay your injury!
Some accident injuries may not require help getting back up or immediate aid, but any injury that kills your character in-game should be treated as a major concern, and under no circumstances should you get back up and continue fighting. *You are in control of your characters lives, no one can forcibly kill your character nor should you feel forced to kill off a character. You are NOT allowed to kill off a character to avoid charges, if found doing it will, your character death will still go through and a possible major point may be added for FailRP.*
All GSW deaths require assistance in getting back up, whether it be someone pulling you out of the line of fire or sitting you up against a brick wall. You cannot continue fighting if you have been downed and GTA Killed by a firearm.
If no one helps you, LEO does not find you, and other players who could have helped/detained/secured you have all CLEARLY left the scene, you may get yourself back up and RP out your injury as realistically as possible. You are still unable to continue fighting and your priority at that point is to get medical help.
If you are accidently killed by a melee with a firearm due to someone near you reloading or shooting in close proximity, triggering the GTA5 instant kill animation by mistake, you may be revived by a teammate and continue your scene as long as RP permits.
In order for a character death to be valid, you must have been GTA killed
Balls/snowball GTA Death - treat this the same as an unarmed GTA death. *Furthermore, to add on to the injury section, if GTA physics allow you to hop down successfully without rag-dolling, then you do not have to RP out injuries. However if at any time you rag-doll after jumping from a surface or elevated position, then you must roleplay out some form of injury depending on the fall, such as minor dislocation or spring, severe cuts that could lead more to a serious injury, etc and you cannot continue on a full sprint a that will be considered fail roleplay.*
Note: If you are sent to the hospital and have not been searched by LEO; you must RP hospital staff searching and bagging your items for LEO. Hospitals would realistically take all your items including your clothing upon admittance.
*Any self-admittance to a hospital for a gunshot-related injury or stabbing injury must be at least 60 seconds in duration and be reported to the police in the form of a 911 call prior to being admitted in the hospital. Example, place the 911 call for Pillbox Hospital receiving the gunshot patient, then ER yourself for 60 seconds, then be released and try to escape unless a hold has been placed on you.*

Animal Roleplay can be fun but also carries responsibilities and duties that must be met in order for everyone to enjoy. The following guidelines listed below must be met and followed while RPing as any type of animal:
Animal attacks are considered as firearms while in the server, so all members need to abide by their Tier level in regards to animal attacks.
Animals are not allowed to drive or operate any said vehicle, this will be counted as failed roleplay, which will constitute disciplinary actions.
Animals are not allowed to use firearms for criminal scenarios under any circumstance. You may use prop weapons for noncriminal purposes such as a dog uncovered a firearm while digging in a field. *Do note, you must gain permission from Civilian CoC before doing these types of scenarios. If you do not have approvals prior to the start of the scene, it will result in disciplinary actions.*
The use of the K9 ped to roleplay is based on a permission only due to the nature of there is no Civilian version. This being said, you must require permissions prior to the start of the scene, otherwise it will lead to disciplinary actions.
Any tier can run away from LEO as an animal, however do not abuse this mechanism. What is mainly meant by this statement is that if a car honks, an animal is scared or in fear of their life, or a rifle is fired off, an animal will always flee due to the fact it usually startles said animal. Running away from this will not get you in trouble as this is realistic.
Animals cannot open doors on their own, meaning unless someone deliberately leads you or opens the doors for you as the animal. Any other ways an animal has entered the property must be through legit entrances such as a doggy door, a deer jumps through a window, and so forth.
Military RP can be fun and very rewarding. With that being said there are some ground rules that need to be established to prevent scenarios from getting out of hand.
Any scenario that occurs off-base falls into civilian jurisdiction when Law Enforcement is involved. The only time the military police would have jurisdiction on any scene would be for securing military property i.e. downed military aircraft, convoy escort or securing any vehicle involved in a MVA. Military Police are to cooperate fully with civilian law enforcement with any investigation.
Under no circumstances should any type of official military or military contractors be operating outside of base limits unless in a designated area dedicated towards a specific objective.Objectives could include training exercises, weapons testing, and other types of activities. These types of actions or scenes must be reported to local Law Enforcement and proper announcements to Civilians must be made.
All military convoys must be reported to local civilian law enforcement before departure. LEO must also be made aware of the departure location, final destination, and any cargo that could be a danger to the civilian population (transporting ordinance, explosives, fuel or any other hazardous chemical).
Military personnel breaking civilian law will be treated like any other civilian, they will serve jail time the same as well. At no time will MP's arrive at the station to take the offender back to base before they have been charged for their crime, and served their sentence.
MP's, as mentioned above, have no jurisdiction outside of Fort Zancudo. The only time this would occur IRL would be when martial law has been declared. They will be treated as Civilians while on a scene, thus keeping in mind your Civilian Tier rules.
Paramilitary Roleplay such as an armed coordinated group conducting a planned operation legal or otherwise with sufficient weapons, gear/equipment, and vehicles to lead LEO or Civilians to suspect a military or Law Enforcement presence, would also fall under Military RP rules.
All uniforms are to remain professional and in unison. Although we have vests and uniforms in server, we do ask that you make it realistic (So bright pink uniforms and such for “Military Security” should not be happening)
Weapon usage while roleplaying as military personnel must be kept reserved, realistic and within your Civilian Tier. Live weapon usage outside of base or on training exercises should not occur without a CIV CoC who is not involved in your scene’s approval.
While you are off base, your rank does not supersede private citizens or Emergency Services personnel in any type of authoritative capacity.
Do your research when roleplaying a specific job and act professionally and realistically.
For driving any kind of Military Vehicles, please use the Yellow on Blue License plate setting (The plate is number 4 (aka Yellow on Blue) under the License Plate Type) followed by the following letters SA GOV . DO NOT REGISTER THIS PLATE, as this will be classified as a “Business Vehicle”. Also the vehicle color must be a Matte Desert Tan if the option is possible.
MP vehicles for base operations can be any of the following Amber light vehicles: -Chevy Silverado (Vehicle is exempt from the plate rule due to it having a permanent plate) -Chevy Impala -FPIU No other vehicles will be considered MP cars, so you will be questioned and possibly charged by LEO if you do not use the correct vehicles.
Zancudo base is currently under renovation, meaning anytype of medical or unlawfulness that occurs within the parameters of the base or the surrounding area will be handled by local emergency services. The only service able to work is MP’s, and they are limited to only gate duty and transportation.
Department of Corrections (DOC) Roleplay
* Disclaimer: This section is closed until the official opening of DOC. Until then, no Roleplay of any kind should be occurring inside of the Jail interior out of respect for DOC. *
Department of Corrections is a LEO oriented subdivision in which Civilians can utilize an RP within the corrections facility in both a criminal and non-criminal way. With this in mind though, Tier levels will still be in effect with some different changes however. Some of the changes are as followed:
Tier 2's will not be allowed to run on foot outside of the perimeter fence. If you wish to run you must remain inside of the prison perimeter fence as running outside of it will trigger a "prison break" which is only allowed for Tier 3 and above.
Firescript/Smokescript regardless of Tier level will all be Permission Only.
Tier 3 and 4 are only allowed to cause harm to officers without the priority timer in effect. The rule still stands that one officer may be harmed while unarmed without the timer. If more than one is harmed, you must have the priority timer in.
Tier 1’s and 2’s may swing on officers while inside the prison (with a realistic reason) but you may not down any officers during that time. If you completely down an officer, it will be out of tier and result in a point.
Limited weapons may only be accessed while inside of the prison, this includes:
-Carbine Rifle (includes MK II variant)
Do note if you get access to firearms such as pistols and such, you must have been able to legitimately break into the armory to receive said weapons, aka you're not going to get a pistol in a cake.
If you wish to RP as a DOC Civilian Job, please ensure you follow the necessary documentation listed and to be as real as possible. This also includes any criminal aspects in regards to this as well.
CIU Scenes and Investigations
CIU investigations can be very fun and interesting but there are some rules and notes that should be observed. Note that Detectives or other CIU personnel should not be treated as “props” or “NPCs” for your scene and time and respect should be given to them to work on the case to the best of their abilities.
CIVs may only have ONE major or multi-day/week investigation going on at a time with a single detective from the Criminal Investigations Unit (CIU) and ONE major or multi-day/week investigation going on with a single fire investigator from the Office of Fire Investigations (OFI).
You must stay in contact with the detective to plan scenes out accordingly until your case has been completed.
Do NOT constantly message or bug detectives to forcibly make them run X-Ray or ask them to take a case. Just because they are on or have the qualification of X-Ray does not mean they have to activate. This includes messaging them in TS or Discord DM’s.
Detectives can drop any case or refuse to take cases from Civilians at any point in time, especially if the result of a case has no information/evidence at all.
Example 1: A serial killer that needs to be tracked and profiled for several weeks / patrols to be caught.
Example 2: A criminal cartel or operation that needs to be investigated before arrests can be made.
Old cases must be concluded prior to starting a new one.
Cases need to have clear evidence and a clear conclusion/resolution before starting.
“One shot” cases or simple cases solvable on the spot or same patrol may be run at any time.
One Shot example 1: A worker at the mechanic is killed by a coworker who tries to make it look like an accident and stays on-scene hoping not to be caught. In order to have a legitimate case, you need to be sure you have the following requirements met before you start a scene:
What is the case primarily targeting? (Weapons trafficking, drugs, murder, etc.)
What kind of evidence is provided to the officers and how much is provided?
Is what I am doing legitimate for a CIU case or can a standard officer solve the case?
In terms, does the criminal have experience or is he sloppy with his mistakes (aka, if a new character is made with no charges, they will not have the experience and should not be a “master criminal” because it would be FailRP).
The following items are Restricted Role-play in any context with the exception of Tier 4:
PTSD or Suicidal Role-play (The act of preparing for the act, about to, implying, or committing the act) Suicide by cop counts towards this rule.
Mentally Challenged Role-play (banned RP includes specific mental illnesses and developmental disabilities, but respectful generalized mental illness may be permitted pending approval from Isaiah B. 123)
No sexual assault, rape, or any non-consensual/consensual sexual acts in roleplay OR "post act" is to occur while in server or outside of server. In addition to this, the overuse of sexual items that are on a specific person, nudity or video of said action happening will constitute as a violation of this policy. There will be no exceptions to this rule under any circumstance and this will result in an automatic Major Point.
Terrorist Role-play (Defined as violence explicitly designed to instill mass fear as its primary purpose). The act of preparing/planning or implying terrorism will be treated as full terrorism and is not to occur. Such activities that would meet this implication are the following:
Targetting a specific goup whether it be in regards to race, sex or political/religious agenda.
Targeting a specific branch of government (foreign or domestic).
Instilling mass fear into the generalized population with no real intentions other than to "kill".
The use of chemical or biological components to cause direct harm towards a specific group or people, will be constitued as terrorism.
Hate Crimes Role-play of a hateful person is permitted, but individually committing a hate crime on another citizen is against community policy.
Although we have limited Law Enforcement resources to deal with explosive RP, any RP involving explosives (/me /ooc or verbal), these types of scenarios are limited to Tier 4 only and are gone over in training. Failure to adhere to the rules and such that are covered in Tier 4 Training will result in a temporary loss of the tag for 6 months before even being considered for the tag again.
In the interest of protecting our community and content creators from any unwanted attention from groups and algorithms. The use of the “N” or other racist or derogatory words is not allowed by anyone regardless of real-life color/race.
Any questionable or “Grey area” RP will be ruled on and determined by Civ CoC prior to the start of the scene to see if it is acceptable or unacceptable in server. Anything ruled unacceptable will be posted in Discord Departmental PSA Channel, and the SOP will be amended shortly thereafter.

The Role-play comes first. Stay in character when in server, roleplay things out if they happen, and respect your fellow civilians. If you crash or “Code 0” while on a scene you may reconnect and return to the scene. It is recommended that you go invisible and teleport near the scene out of sight and re-join on foot.

No “Rulesplaining” - Never attempt to try to explain rules or use out-of-game policy to your advantage while in-character. If you encounter an issue in-game, use our CAD feedback form or send a message to your first point of contact in CoC. Do not ruin your or other people’s RP when rule break issues occur.
3.
No “Nitpicking” - Never look for openings or “loopholes” in the Civilian SOP or other documents related to the Civilian Department. Use the appropriate channels and resources if you come across an error or unclear section. *Do Note, if you try and RP out a scenario without discussing it or getting clarification, disciplinary actions may be taken depending on the severity of said scene*

Before entering the server you must be in either Civilian Coordination or the LEO channel in TeamSpeak. Being in TeamSpeak but in the wrong channel is a 24-hour removal; not being in TeamSpeak at all is a 72-hour removal.

Do NOT enter the LAW ENFORCEMENT Channel when running as a civilian for any reason, wait for a dispatcher to pull you for a /911 call if it is needed. /911 calls can be seen by LEO in the CAD and will be answered in order of severity if no Dispatch is online. Please DO NOT spam /911.

Consideration of assets is a huge part of Civilian RP. So you must plan your scenes accordingly to what assets are available while on patrol. If a member has a tag for a subdivision, but is not currently active that does not mean they are willing to activate, so do not force people to run them.
12.
The Scenario Planning room in TeamSpeak within the patrol channels is for civilians to plan scenarios with other civilians. It is for a short term chat only, use this to plan the scene, then return to the patrol room (Civ-Coordination) to Role-play.
13.
RTO or Radio Traffic Only is to be maintained at all times. Keep regular chat in the civilian coordination channel to a minimum. Remember others are trying to roleplay and it makes it difficult for them if you are carrying on a conversation in the channel. Keep chat short and brief.
14.
Priorities may only occur when 5 or more officers are on patrol (CIU-X, TEU-T, Rangers-R, Port Authority-O, K-9 Handlers and Grapeseed Voli PD-G also count towards this number). Note: Dispatch-D, Fire/EMS-F, Fire Investigations-E and K-9 Dogs DO NOT count towards the 5 needed LEO. (This includes any type of priority, including Fire/EMS priorities) *Car Units count as 2 officers, so if you have 3 officers and a Car unit available, it will be counted as 5 LEO*
15.
Be appropriate to the job you are performing. If people doing that job in real life would dress professionally, or not carry a firearm in a certain line of work, do it. Armed City Workers, for example, are not legitimate.
16.
You may not under any circumstance use F2, Noclip, teleport, or invisibility to evade or escape from Law Enforcement. You may not spectate other people’s scenes while invisible to gain an unfair advantage.
17.
If you are playing as a character under the age of 18, ALL Role-play must adhere to Tier One ONLY. STRICTLY NO INVOLVING A MINOR in Tier 2 or Tier 3 Role-play unless as a witness, hostage or bystander. You may not cause grievous bodily harm to an underage character if you are aware the character is under-aged. Under no circumstance should an individual under the age of 18 be committing serious criminal acts. Such acts they shouldn’t be committing are: - Fleeing or Resisting from officers in any capacity. - Committing acts of violence such as murder or attacks on individuals (locals or players) with or without weapons. - Serious robberies or other acts of theft such as Banks, Armored Vehicles, or any other acts of theft involving weapons. - No Sexual Acts (consentual or not) under any circumstances with a character under the age of 18. If found doing this, it will result in severe disciplinary actions. *Characters cannot be under the age of 16. If a character is found to be under the age of 16, that character will be forcibly changed to where it meets these standards.*
18.
Character names must be serious names only. Silly puns, sexual references, names with exotic characters, and difficult to say or spell names are not permitted. Please put some effort into creating a realistic name for your character. Names must be the following format in the CAD “first name” “last name”. -Hyphenated first names and surnames are allowed (as long as they are realistic and reasonable), names with three parts are acceptable. Example is -John J. Adams (Do Note, Middle names must be put into the first name category at this time) -John Doe Jr. (Do Note, Suffixes must be put into the surname category at this time) -Names may not be any business or entity names for the purpose of ads or tweets. -You may not register your business or SOP name as a character. -Animal names must be registered in the CAD to an animal slot, and may only consist of a one-word names (no surnames or titles allowed except "K9" for trained officers). -Animal names also must also meet the same rules as character names. Rangers have tagged virtually all animals in San Andreas with digital ID tags that can be verified in the NCIC system by Law Enforcement. -Apostrophes are now allowed in names, please be realistic when putting one in.
19.
Character names may not belong to or be a slight misspelling of a real name belonging to someone in the real world that is considered an A-List Celebrity nor should they be recognizable character names from movies, TV, or other video games, be allowed. *Do keep in mind, Civilian CoC has the final say of all name approvals. If the character does not fit the necessary guidelines, you will be messaged to change it. All names are checked through Google to keep everything organized. Running it through another search engine will not change the final decision. They may be forcibly named changed as well if they have not been fixed in 24 hours.*

Creating a scenario with potential criminal implications against an individual or another that involves law enforcement must include evidence of some kind that can be linked legally utilizing our penal code system to a resolution.

Leaving zero evidence to be followed in roleplay terms is considered Fail Roleplay, and will receive the required discipline per CGN Disciplinary policy.
2.
Do not confuse lack of evidence with zero evidence. Lack of evidence would be a clean crime scene. Zero evidence would mean no evidence given to LEO via /me and /ooc.
22.
If you are killed or injured in-game you are to stay in-game to provide cooperative RP and evidence for the scene you are involved in. At no point should you purposely leave or quit the game without notice – this will be considered a serious breach and fail roleplay. If you have an IRL emergency let the LEO know via text in-game that you have to leave.
23.
Life-Changing injuries are NOT to be forced upon anyone - Any type of scene that may result in a character being permanently injured such as paralyzation and other injuries must be agreed upon by both parties prior to the start of a scene. At this point, once the scene has finished and ended, that character must stay with those injuries until a realistic solution has come into existence.
24.
Character death is NEVER to be forced upon anyone – assassinations with consent are different, but random reactionary killings or accidents must allow for the victim to be able to keep their character alive (survival must be covered with good roleplay). The "not on my screen" excuse will not be permitted from either side. Characters convicted of first degree murder will have their characters deactivated from in-game play to reflect the accompanying life sentence.
25.
Not seeing a LEO behind you that has activated his/her lights and sirens and continuing to run will result in a priority being triggered by LEO. If you are doing this out of your civilian tier, or the timer is still in cooldown, it will become a CoC matter, and we WILL NOT accept "I did not see/hear them" as an EXCUSE.
26.
Questionable RP rulings by CoC are subject to change. All changes to the SOP will be posted in Discord's Community-PSA channel with an @Civilian. Failure to familiarize yourself with added changes will not exempt you from any new rules added, and ignorance is no excuse.

All policies and guidelines set in this document are to be followed at all times regardless if you are playing as leo/ems/fire. Everyone is a civilian first.
28.
All TS Channels under Civilian Coordination with the Exception of LEO-Civ Communication channel and Civilian Coordination channel have time limits that you must be aware of while in Server. The time limits are as followed: Short Term: 10 minutes maximum Long Term: 30 minutes maximum Priority Coordination: The priority needs to be completed in 45 minutes (1 hour maximum) Once you are finished with your planning or scene in that channel, you must return to Civilian Coordination and advise those said rooms are open for use. If you are caught abusing these rooms, it will result in a 72 hour ban from using those channels and will be subjected to only use Civilian Coordination, Phone Call Frequency, and LEO-Civ Communication.
29.
You are not allowed to Deafen in TeamSpeak unless you have already coordinated the scene and advised all channels of what assets you are using and when the scene has commenced. Purposely deafening and not communicating with other channels will not be tolerated.
30.
Do not ask for promotions or hint towards promotions in any way. It will push your name to the bottom of the list, so do not ask. Your time will come in the end, so do not rush it.
31.
All scenes that we do must be done with consideration towards other players. Everyone must have a fair chance to roleplay out their scenes and ensure everyone gets a chance to equally roleplay. One example would be if there are 5 cops on patrol and you shoot 4 of them dead, then not only have you literally killed off patrol, but you failed to consider other people in the patrol channel and on patrol as a whole, which this will not be tolerated.
32.
For members that like to participate in or conduct Civ-on-Civ scenarios, you mark your identifier with “ - CI” beside your name. Example being “Adam A. 100 - CI”. During main patrols, you are to refrain from doing Civ-on-Civ scenes or move into the other Patrol Server to conduct your scenes to make room for those who will provide calls and scenes for emergency services as this is the primary goal of our community. Do note, calling Emergency Services to simply "take reports" will still count as needing the CI tag.
33.
Do not treat Emergency Services and Sub-Division assets as NPC’s to deal with your scene and never have a “continuation” ever again. They are players that are willing to come to a scene and help give you a good experience overall. Treating them as NPC’s and abusing their time will result in disciplinary actions and possible demotions.
34.
Cop Baiting will not be permitted unless you are the respective tier of Tier 3 or higher. This is to refrain from any accidental issues regarding Emergency Services members thinking something is wrong and their lives being in danger, which therefore escalates the scenario entirely.
35.
Characters that have “attitudes” towards Emergency Services and stuff are allowed, however you must be considerate of how much you continue the attitude. If it becomes to a point a scene is unenjoyable, it is at that moment you need to stop and tone it down. Continuous acting of said attitude will lead to disciplinary issues. We are here to have fun, so be respectful and considerate.
36.
The usage of F2 cannot be used while actively avoiding Emergency Services, meaning if you cannot enter it legitimately, then do not do it. An example of this rule would be if you are in a barricaded situation (such as the humane labs) and you can legitimately access other areas (i.e the elevator to get to the basement) then you may use F2 to go up and down while avoiding Emergency Services.
37.
When using teleport-interiors, you are not allowed to camp or “guard” entrances in the fairness of in-game limitations. Failing to adhere to this will result in a Major Point for Consideration.
38.
Godmode may only be enabled to start the firescript. Once you have left the area of the fire, you must disable Godmode. There is no other exception to this rule and failing to complete this will result in disciplinary actions..
39.
The use of in-game Twitter is a privilege. Remain professional and please follow the same rules/regulations of the community while communicating using this in-game mechanic. If you are found abusing any of these rules or being an “asshole” while in server, you will be given the appropriate disciplinary action(s).

Permission Only - Means this item, Vehicle or weapon can only be used if you have received permission from a member of Civ CoC who is not involved in the scenario. Some items also will need a member of the CoC to watch over the scene. (All CoC approvals must be logged in Discord's Civ-Approvals channel before the scenario.)

RP Only - Means this item, Vehicle or weapon can only be used in a non-criminal way (other than traffic infractions) unless you have received permission from a member of Civ CoC who are not involved in your scene. Some items also will need a member of CoC to watch over the scene. (All CoC approvals must be logged in Discord's Civ-Approvals channel before the scenario.)

Off-Road Driving - Means driving a vehicle OFF the given path i.e. driving up the side or on a mountain, hill, desert or open field that is not a designated vehicle path. Concrete and asphalt are drivable surfaces.
4.
Vehicle Pursuit - Escape from LEO involving ANY mode of transportation other than on foot. (Car, Boat, Plane, Helicopter, Bike, Parachute)
5.
Priority - A term used by Law Enforcement to denote a situation involving one or more Officers, Fire, or EMS personnel with a sense of immediate urgency and risk of grievous bodily harm. For civilian purposes, we operate under the civilian defined Priority. In civilian terms, a Priority is defined under the actions of a civilian that necessitates mass Police, Fire, or EMS mobilization to control the scene. Priority scenes need to be completed within 45 minutes (1 hour maximum). Note there are some scenes listed below that should always be considered priorities due to the chaos they can cause and the amount of resources required to contain them: - Aircraft crash or emergency landings in busy areas that would realistically be occupied by workers or residents, including neighborhoods, towns, and cities, - Gas station fires and explosions (Desync and accidents do not count), -Major accidents such as multi-vehicle accidents, train derailments, or other “accident” scenes that may cause a large response from Emergency Services or can cause a huge disruption in the “way of life”. - Large scale HAZMAT scenes, - Any active, high profile armed bank robberies, business robberies, or bank truck robberies of any sort. - Hostage situations or high profile kidnappings involving emergency services personnel in any capacity (CIV on CIV scenes without any involvement from LEO can be done by Tier 3 without needing a priority) - Barricaded subject scenes. -Prison Breaks or Interference with a prison transport (This point covers both standard LEO transport and DOC transportation.) -Any scenario with possible explosives (intentional or accidental) -Mass Casualty scenes
6.
Priority Timer - A script used to prevent multiple priorities beginning at the same time, and prevent spamming priorities. Priorities are activated when the command /inprogress is entered, and when the priority is concluded the command /priority is entered to start the cooldown timer. During this cooldown period, priority situations cannot be conducted by civilians.
7.
Area of Patrol (AOP): We use areas of patrol to define the active play area for the game on a given day. You can determine the day’s current AOP by checking the TeamSpeak channel labelled as “AOP-See Channel Description”. AOP is subject to change, so pay attention to announcements in the community.
8.
Roleplay: In simple terms, it is to play a fictional character within a fictional setting. It is acting, it is make-believe, it is free-form creativity.
9.
Fail Roleplay: When a player fails to roleplay accordingly and violates in-game limitations that are set per the Civilian SOP such as injuries, LEO-Civilian interactions, and other policies as such.
10.
Canon: The ‘world’ created by Rockstar for Grand Theft Auto 5. Canon can refer to in-game businesses, companies, and history.
11.
/ooc: Out-of-Character comments or discussion used to pass in-game information/evidence to those out of /me range (use /ooc [msg] in-game text chat) Example: /ooc Searches Black Muscle Car
12.
/me: Or in-Character comments used to show actions and observations within talking range (use /me [action] in-game text chat) Example: /me looks very nervous, and visibly sweating
13.
Metagaming: The use of out-of-character knowledge to benefit you in-character. Examples: Something mentioned in OOC chat, something your character has not been told in-person in-game or watching a member’s live stream while you are in-game (aka Stream Sniping).
14.
Powergaming: Controlling another player’s actions through the use of unverifiable or illegitimate means to force a situation down a given path. Example: LEO searches you and says “Oh look what I found, a bag of cocaine in your pocket”, and you did not put that evidence in a /me. Example: Getting caught committing a crime and putting in false evidence to get away with the crime. This would also include getting caught selling drugs but changing your mind about actually selling drugs to get out of the charge by writing in /me or /ooc that what you are selling is actually powdered sugar.
15.
Leaching: Including yourself in an ongoing roleplay scenario conducted by another player without first asking to join. Example: Two Civs doing an angry neighbors scene and a third just walks up and injects themselves into the scene without asking to be part of the scene. Public venues like the 24/7, Barber shops, Night Clubs, ect. are open to the public so anyone can just walk into a scene at these locations. The only time you would be leaching in one of these locations would be when LEO have locked it down as a crime scene.
16.
Consideration: Thoughtfulness and sensitivity towards other members that are roleplaying as Civilian. Need to be openly communicating with others, not hogging up planning rooms or priorities from others, and to also be mindful of the asset usage and how many are being used up at a current moment.
17.
Realism: When providing scenes, the member must ask themselves if the quality or fact of representing a person, thing, or situation is accurate or in a way that is true to life. Although we will allow some “meme” scenes to occur, we aspire to revert back to this definition.
