Training - Tier 2
Training Overview
Congratulations! You are on your way to becoming a Tier 2 civilian in the world of San Andreas and CGN! This training will cover your new abilities as a Tier 2 civilian, and teach you how to properly utilize these abilities. This advancement allows you to broaden your role-play horizons, however, it comes with greater ability to make mistakes too. This training will help you understand what you can and cannot do, how to recognize this, and how to make your role-play more fun!
Training Procedure
** The trainer reserves the right to remove any member from training whatsoever. **
** The removed member will need to wait until the next calendar day to retry training. **
Setup
Welcome the member(s) by congratulating them on passing their Tier 2 Quiz and attending the training to prepare them for the next step for the world of San Andreas. Topics covered will include important tools, documents and abilities in the community, how to check for information relevant to your time in server, and understanding initial in-game limitations on characters, progress, and facets of roleplay.

Pre Training SOP Review
Instructors will read the following sections of the SOP that now apply to the trainees as is from the SOP.
Tier 2 section of the SOP.
Tier 2 and 3 escape from the detainment section in detail (everything that is not marked with Tier 3).
Link the Vehicle and Weapon structure to trainees and inform them that it is their responsibility to know the rules and limitations of both sheets and all other documents in relation to the Civilian Department.
*Do note, that this information must be covered prior to trainees being whitelisted and in the training server. This ensures that everyone is paying attention to the information being discussed in the training.*
In-Game Guided Practice
Once trainees have loaded up in-game, have them select a character without a Felony, and then have them teleport to the 24/7 in Sandy Shores.
Once all trainee’s have been accounted for, have them equip a pistol by using the /CIU command (this gives them both a flashlight and pistol).
Quickly remind them how to register a firearm. be sure to mention to all trainees that you will be able to now register shotguns and sniper rifles as well as there is no cap on how many they can register. Also mention that we do not currently have a cap on how many firearms they can register, however sub-machine guns, assault rifles, and LMG’s cannot be registered nor RP’d out as having a valid registry.
Once they have successfully registered a firearm, the head trainer will now have the trainees play the role of the 24/7 clerk (you are to rotate the trainee’s throughout the scenarios). The following scenarios need to occur in the following order:
Robbery of the store: During this time, the trainer will rob the store and utilize tactics to not interrupt their scenes or cause an accidental priority. The following tactics need to be taught: /me approach: this approach allows you to successfully complete scenes without emergency services seeing you pull a gun, keeps the scene going and shows that other civs will clearly retrieve the message of them being robbed. Unholstering the Firearm: this approach as well allows you to successfully complete scenes without emergency services seeing you pull a gun, keeps the scene going and shows that other civs will clearly retrieve the message of them being robbed. This is just taking things up an extra notch. Using the Firearm: this approach is the most unsafe option and should be advised in training that unless they want their scene to be possibly interrupted by any emergency services, this is not the smartest option to use. In addition to this, you must inform them that if LEO arrives on scene at any point, they need to disarm themselves immediately or risk triggering an out-of-tier priority.
Robbery of the store (Off-Duty LEO/Good Citizen): During this, you will have the assistant and trainer each pose as either a store clerk or an off-duty officer. It is during this that the off-duty officer/good samaritan draws his weapon and you explain that as a tier 2, you have 3 options. Either they can surrender on the spot, take off on foot or attempt to return fire if they are not put into a position where they violate the Value of Life Policy.
Robber getting robbed: During this, you will have the assistant and trainer each pose as either a store clerk or a criminal (Tier 3). It is during this that the criminal draws his weapon and you explain that as a tier 2, you have 3 options. Either they can surrender on the spot, take off on foot or attempt to return fire if they are not put into a position where they violate the Value of Life Policy.
Once you have gone through all Criminal Scenarios, you must explain Self-Defense and what the ins and outs of it are, as well as what classifies as self defense. The following must be covered exactly as is:
Explaining Self-Defense: Self-Defense is the use of any weapon, firearm or non-firearm, to defend yourselves or others in the face of an imminent threat that can cause serious harm to yourself or others as well as possible loss of life.
With a Firearm: Explain to them, having a firearm does not mean it classifies as “this is the only way to defend themselves”. But also tell them that this is the more delicate option because Emergency Responses can vary with this option.
***Swap roles with the trainees and have them rob the store as a T2. Trainees should NOT be overly aggressive or fire shots in the store. Trainer should allow the first trainee or two to successfully rob the store.
First Trainee robbery: Allow the trainee to successfully rob the store and do not fight or resist. Show them an example of a good witness and that getting injured or killed over a minimum wage job is not worth it.
Second Trainee robbery: Have your second instructor in the store as Off Duty LEO / an armed citizen. The second instructor will interdict and hold the robber at gunpoint. Make sure Tier 2 Civilians understand that as the aggressor, they have no claims of self defense and may only flee, fire back if they are able to do so without compromising the Value of Life policy, or surrender after discarding their weapon.
Third Trainee robbery: Have your second instructor be in the store as a normal citizen and distract the robber. The Clerk then draws a weapon and attempts to make the robber surrender.
Fourth Trainee robbery: The Clerk plays an aggressive character and defends themselves with extreme prejudice. Explain to the trainees after the robber is downed, that they need to accept responsibility for their actions and they may be shot on the spot by a T3 at any time for their crimes. Encourage improvisation as it is key to roleplaying as a Civilian.
Smoke/Fire Script
Instructors will demonstrate the smoke script to trainees at the 24/7 and explain how a Tier 2 may use it. Give the trainees examples: Use smoke to enhance a car accident scene’s atmosphere or use smoke in your RV to indicate you are cooking meth.
After completing and using the /stopallsmoke script, then light a fire and explain that although the firescript is allowed, it should not be used for criminal purposes, but strictly for RP Only scenes or accident scenes. They must also be cautious with this as it can easily lead into priority terrority if lit at an inappropriate location. *Please explain to Trainee’s, that although GTA physics may spread the fire unintentionally, consideration still needs to be taken into account.*
Link trainees to the in game command list and be sure they understand it is their responsibility to use commands to stop their smoke after the scene.
Foot Pursuits
Instructors will then demonstrate a basic foot pursuit while displaying proper role play and running realistic distances and times. Remind trainees that jumping or climbing objects will tire them faster and that they should RP taking breaks or catching their breath. Distance / time running can vary by character but should be kept realistic and fair towards LEO. Examples: 85 year old grandmother would not be able to run as fast or as far as a 20 year old athlete.
Explain LEO care and custody and that CIVs need to factor injury into running on foot. Reiterate that Civs may not run unless taser prongs are removed from them if they have been tased by LEO.
Confirm that trainees understand to be realistic with foot pursuits and that they should be mindful of when they do them so as not to interrupt other ongoing scenes. The same rules must be observed for swimming to escape LEO. Also explain that Tier 2 Civs need to know when to calm down and tone down a scene if it becomes too unruly.
You must then teleport to the Cassidy Trail location (provided via youtube video) and before following that course, go to the Injury Roleplay section of the SOP (trainers choice if they wish to have trainee’s open up the SOP or listen) and cover all information under the section of Ball/snowball GTA Death. *All trainers, if you need clarification on this section, please ask Isaiah B. 123 directly about this information*
After reading the information, follow the path that is described in the video link provided at the bottom of the document. Once all trainers/trainees have reached the bottom, proceed to the next section.
Check for Understanding
Take questions from the member and cover any topics that have arisen from going over the SOP or other in-game training so far.
Ensure the trainee understands what documents are required in game for firearms ownership (legal) and their limitations by the law of the use of that weapon legally or otherwise.
Make sure to remind CIVs that they may come to Civ CoC or use #Ask-CoC in discord with any questions or concerns they may have.
Closing
This training will have given you the necessary tools to roleplay as a Tier 2 civilian of San Andreas and interact with its varied people and places.
Remember, if you have issues, you can come to the Civilian Chain of Command members for advice and help at any time, however please refer to the Standard Operating Procedures first to check for an answer.

Role-Play Terms:
Permission Only - Means this item, Vehicle or weapon can only be used if you have received permission from a member of Civ CoC who is not involved in the scenario. Some items also will need a member of the CoC to watch over the scene. (All CoC approvals must be logged in Discord's Civ-Approvals channel before the scenario.)
RP Only - Means this item, Vehicle or weapon can only be used in a non-criminal way (other than traffic infractions) unless you have received permission from a member of Civ CoC who are not involved in your scene. Some items also will need a member of CoC to watch over the scene. (All CoC approvals must be logged in Discord's Civ-Approvals channel before the scenario.)
Off-Road Driving - Means driving a vehicle OFF the given path i.e. driving up the side or on a mountain, hill, desert or open field that is not a designated vehicle path. Concrete and asphalt are drivable surfaces.
Vehicle Pursuit - Escape from LEO involving ANY mode of transportation other than on foot. (Car, Boat, Plane, Helicopter, Bike, Parachute)
Priority - A term used by Law Enforcement to denote a situation involving one or more Officers, Fire, or EMS personnel with a sense of immediate urgency and risk of grievous bodily harm. For civilian purposes, we operate under the civilian defined Priority. In civilian terms, a Priority is defined under the actions of a civilian that necessitates mass Police, Fire, or EMS mobilization to control the scene. Note there are some scenes listed below that should always be considered priorities due to the chaos they can cause and the amount of resources required to contain them: - Aircraft crash or emergency landings in busy areas that would realistically be occupied by workers or residents, including neighborhoods, towns, and cities, - Gas station fires and explosions (Desync and accidents do not count), -Major accidents such as multi-vehicle accidents, train derailments, or other “accident” scenes that may cause a large response from Emergency Services or can cause a huge disruption in the “way of life”. - Large scale HAZMAT scenes, - Any active, high profile armed bank robberies, business robberies, or bank truck robberies of any sort. - Hostage situations or high profile kidnappings involving emergency services personnel in any capacity (CIV on CIV scenes without any involvement from LEO can be done by Tier 3 without needing a priority) - Barricaded subject scenes. -Prison Breaks or Interference with a prison transport (This point covers both standard LEO transport and DOC transportation.) -Any scenario with possible explosives (intentional or accidental) -Mass Casualty scenes
Priority Timer - A script used to prevent multiple priorities beginning at the same time, and prevent spamming priorities. Priorities are activated when the command /inprogress is entered, and when the priority is concluded the command /priority is entered to start the cooldown timer. During this cooldown period, priority situations cannot be conducted by civilians.
Area of Patrol (AOP): We use areas of patrol to define the active play area for the game on a given day.
Roleplay: In simple terms, it is to play a fictional character within a fictional setting. It is acting, it is make-believe, it is free-form creativity.
Fail Roleplay: When a player fails to roleplay accordingly and violates in-game limitations that are set per the Civilian SOP such as injuries, LEO-Civilian interactions, and other policies as such.
Canon: The ‘world’ created by Rockstar for Grand Theft Auto 5. Canon can refer to in-game businesses, companies, and history.
/ooc: Out-of-Character comments or discussion used to pass in-game information/evidence to those out of /me range (use /ooc [msg] in-game text chat) Example: /ooc Searches Black Muscle Car
/me: Or in-Character comments used to show actions and observations within talking range (use /me [action] in-game text chat) Example: /me looks very nervous, and visibly sweating
Metagaming: The use of out-of-character knowledge to benefit you in-character. Examples: Something mentioned in OOC chat, something your character has not been told in-person in-game or watching a member’s live stream while you are in-game (aka Stream Sniping).
Powergaming: Controlling another player’s actions through the use of unverifiable or illegitimate means to force a situation down a given path. Example: LEO searches you and says “Oh look what I found, a bag of cocaine in your pocket”, and you did not put that evidence in a /me. Example: Getting caught committing a crime and putting in false evidence to get away with the crime. This would also include getting caught selling drugs but changing your mind about actually selling drugs to get out of the charge by writing in /me or /ooc that what you are selling is actually powdered sugar.
Leaching: Including yourself in an ongoing roleplay scenario conducted by another player without first asking to join. Example: Two Civs doing an angry neighbors scene and a third just walks up and injects themselves into the scene without asking to be part of the scene. Public venues like the 24/7, Barber shops, Night Clubs, ect. are open to the public so anyone can just walk into a scene at these locations. The only time you would be leaching in one of these locations would be when LEO have locked it down as a crime scene.
Consideration: Thoughtfulness and sensitivity towards other members that are roleplaying as Civilian. Need to be openly communicating with others, not hogging up planning rooms or priorities from others, and to also be mindful of the asset usage and how many are being used up at a current moment.
Realism: When providing scenes, the member must ask themselves if the quality or fact of representing a person, thing, or situation is accurate or in a way that is true to life. Although we will allow some “meme” scenes to occur, we aspire to revert back to this definition.
